*BACK TO VILLAGE: Training programme for Gazetted Officers and Sarpanches organised at Doda* _DDC asks PRI’s to make this program successful by providing full cooperation and informed them about Shramdan(Community Participation)_

In order to acquaint the  Gazetted officers and newly elected Sarpanches of the district regarding “Back to Village”  programme- Governance at doorstep of rural people, today a training programme was organised which was presided over by District Development Commissioner (DDC) Doda, Dr Sagar D Doifode in Conference Hall of DC Office Complex Doda here. 
 
ADDC Doda,ADC Doda, ACD Doda, SDM’s besides concerned District and Sectoral Officers, Master Trainers remained present during training programme.
 
While interacting with the officers who have been deployed  in different  Panchayats of the district under “Back to villages ” program DDC asked them to ensure their stay for at least two days including a night halt in the assigned Panchayat/Village to interact and obtain feedback from the Panchayat representatives, elders and other local people about their concerns, developmental needs and economic potential of the area in most transparent, responsive and unbiased way.
 
He instructed to give wide publicity  to said programme by various modes so that rural poor among the poorest of poor could appraise his concerns as well as genuine  issues during  the visit of visiting officers.
 
He stressed on distribution of PRCs, RBA and EWC,  pension scheme, PM KISAN certificates besides, ask them to identify the activity which has to be carry out during Shramdan need to be inaugurated by the visiting officer,which is the focal point of the program, appealed PRI’s to mobilise all the people of the panchayats to provide full support in making this initiative a successful event.
 
 He asked field functionaries of RDD to ensure maximum  people participation in gram Sabha to discuss the development plan of Panchayat besides constituting social audit teams during  visit of gazatted officer under the said programme. 
 
He further remarked that the main purpose behind organizing this holistic programme  is to identify Five main economic drivers of the Gram Panchayat, five major problems confronting the people in the Gram Panchayat, Five major potential areas of the Gram Panchayat, seven urgent public demands in order of priority, any major complaint, overall assessment of public services , overall assessment of panchayat functioning etc.
He further ask visiting Officers to become perception-gatherer rather than data- collector.
 
ADDC Doda informed the participants that District Administration is going to organise “Back to village” programme  w. e. f 20th to June 27th 2019, a mega interaction programme of state level officers with PRIs and other stake holders of panchayats in collaboration with Planning development and Monitoring department along  with Department  of Rural Development and Panchayati Raj.
 
During the training programme the Master Trainer, Zubair Ahmed and others briefied the participants about the activities that shall be undertaken during implementation of the programme at Panchayat level collectively by the officers and PRIs.
 
Zubair Ahmed discussed in detail the entire programme and urged the officers to act as representative of the Govt and feel the pain and hardships for themselves and involve Gram Sabha in decision making so that equitable developmental overview could be taken for the welfare of the people of rural areas.
 
He also urged them to submit 14-Page Report and 2-Page Assessment in a transparent manner so that real picture of the area is presented to the Govt. Other Master Trainers Phulail Singh,Idrees lone  and Manoj Arya discussed various aspects of the programme.
