*DDC Doda reviews implementation of Road Safety Action Plan* _Directs to Constitute Road Safety Audit Committee immediately, and to Intensify the Covid fines_ *Lauded the efforts of MVD and Traffic Police in bringing down the percentage of fatal accidents by 70% in the district*

District Development Commissioner (DDC) Dr Sagar D Doifode today chaired a meeting of District Road Safety Committee to review the implementation of Road Safety Action Plan, besides also reviews the action taken report on the previous directions.
 
The meeting was attended by District Road Safety Committee members comprising, CPO, ASP Doda, XEN R&B Doda, Bhaderwah,PMGSY Thathri, ARTO,Dy. SP Traffic CEO, CMO,EO MC Doda , Bhaderwah, Thathri besides other officers.
 
ARTO Doda Er Kuldeep Singh Member secretary DRSC has made detailed power point presentation on all the parameters of Road safety.
 
The DDC emphasized that road safety is a matter of immense importance and enhancement of safety by way of formulating a comprehensive action plan, therefore, deserves priority attention of all the stakeholders.
 
He directed the ARTO to constitute the Road Safety Audit Committee with immediate effect and to submit the findings of the Committee to the DDC office within the time period of 15 days, besides directed the planning department to frame terms of references covering all the important aspects today itself, on the basis of which the road safety audit committee will conduct the audit.
 
DDC directed the Xen PWD Doda to conduct the road safety audit of national highway from 9th km upto Thathri,Xen PMGSY Thathri to conduct the audit of road from Thathri to Gandoh, besides directed the Xen PWD Bhaderwah to conduct the audit of road from Doda to Bhaderwah.
 
He stressed for immediate action for identifying black spots, initiating remedial measures, installation of signages, painting at appropriate black spots, generation of awareness etc for making the roads in the district safer.
 
While reviewing the status of fatal accidents occured this year, DDC expressed overall satisfaction and lauded the efforts of the concerned by bringing down the rate to 70% in comparison to the last year.
 
He also directed the ARTO Doda to set the schedule of trainings for all the SHO’s of the district so that they will be trained how to use RADMS application which is important to rectify the cause of accident in scientific manner.
 
DDC directed the concerned officer’s to conduct regular checkings of vehicles, and said that if they found the plying vehicle is voilating the norms and the erring vehicles shall be immediately communicated to the traffic department to take necessary action against that violators under new MVD act.
 
Moreover DDC directed the ARTO to intensify the Covid fines in view of the violation of the necessary guidelines regarding transport, besides directed the ARTO to submit the monthly progress report in the DDC Office without any fail.
 
The DDC also directed the CMO to conduct the compulsory testing of all the driver’s at every location, besides set the target of 50 tests on each location everyday and to submit the compliance report on daily basis.
 
Regarding construction of shelter sheds alongwith the national highway, DDC was informed by the Xen PWD Doda that 20 locations have been identified and NOC from NHIDCL is required to expedite the process,in this regard DDC directed the CPO to immediately sent the correspondence to the GM NHIDCL for issuance of NOC on priority basis, besides directed the EO MC Bhaderwah and Dy SP traffic to evaluate the proposal of no parking zone areas with immediate effect.
 
Regarding ongoing BT work on Mangota road stretch, DDC directed the NHIDCL to complete the work within the next 7 days positively and to submit the progress report in the DDC Office.
 
While reviewing the disbursement of relief among the accident victims, DDC immediately passed on the directions to constitute the Committee which will recieve the proposals and sent to the concerned authorities within the 15 days.
 
Besides for the identification of land for the construction of scrap yard vehicles, and ARTO office including driving test facility,  DDC directed the ARTO and Tehsildar to identify the land at accessible location in the adjoining areas of Doda within 7 days and will be transferred to the concerned quarter’s for further course of action.
