District Development Commissioner Doda Dr Sagar D Doifode today chaired the first of its kind extensive monitoring meeting to review the progress of key programme’s and projects under implementation in the district under District, languishing and UT sector.
At the outset the DDC in detail briefed the meeting about the newly established Comprehensive Monitoring Mechanism in J&K by the Hon’ble Lieutenant Governor UT of J &K.
The DDC said that monitoring of key projects and programs is going to be the routine affair henceforth,and the progress of all departments is going to be assessed by the Apex level authorities in every month.
In this regard the Govt of J&K UT under the able guidance of Hon’ble Lieutenant Governor has established separate comprehensive monitoring mechanism which is going to report the Hon’ble LG about the progress of every district on monthly basis, DDC added.
DDC in detail through powerpoint presentation reviewed the progress of the department’s as per the format already devised by the Govt of J&K.
While reviewing the progress under Ayushman Bharat and immunization program particularly in Gandoh block,the DDC directed the concerned BMO to expedite the registration and to improve the progress, besides directed the SDM Gandoh to take daily progress report from the BMO in this regard and furnish the same in the DDC Office on weekly basis without any fail.
With regard to the adhaar seeding,the DDC strictly directed all the concerned department to complete the target of 100% adhaar seeding in the district by or before 30th of September without any fail as the same is being monitored by the Hon’ble LG on daily basis.
The DDC also directed the authorities of the RDD department to constitute the special team which shall complete the task of 100% adhaar seeding in Mgnrega and PMAY scheme under the stipulated time frame.
Regarding completion of B2V-1 works,the DDC directed the concerned to submit the report to his office that how many blocks/panchayats have taken up the pending works under B2V by today itself as the same work’s are directed to complete during this month without any fail, besides DDC directed the SDM’s to review the progress on daily basis.
Animal Husbandry department was directed to expedite the progress under Artificial insemination program, besides directed to conduct the survey in Chinta area of Bhaderwah within 7 days for the identification of farmers who are willing to avail the benefits under IDDS scheme as the area has high potential in cattle growth.
Regarding Milk production,the DDC was informed that in comparison to the last year 15 ton production has been exceeded for which the DDC directed the concerned to update the figure of cattle increase in the district,due to which the exact figure and quantity shall be verified.
While reviewing the status of land encroachments,the DDC was informed that 100% illegal entries are already expunged from the revenue record,the DDC directed them to ensure the same physically on ground, besides directed the SDM’s to initiate the anti-encroachment drives in their respective jurisdictions on priority basis.
Regarding ongoing iconic projects,the DDC reviewed the progress of mega project of GMC Doda,the DDC was informed that tile and granite work is ongoing in the main building of the GMC and 50% flooring progress has been achieved, besides informed that 40% brick work in all proposed structures have been completed and plaster work is hostel building is ongoing.
The DDC directed the ACR to conduct the physical inspection of the project, besides directed the concerned to take up the matter of land acquisition compensation of the approach road with the higher levels within two days so that the compensation will be paid to the concerned for the hassle free movement of material supply to the aforementioned location.
Moreover the DDC directed the SO Planning to obtain the monthly progress report of the above mentioned project on regular basis so that its physical progress can be reviewed on priority basis.
DDC also directed the Xen PWD Bhaderwah to start the construction of High Altitude Medicinal Plant at Bhaderwah as the same is being monitored on daily basis by the highest level authorities.
Taking serious note of the low performance of the ICDS department,the DDC directed the ADC to call all the CDPO’s and take the detailed review of all the beneficiary schemes by today itself, besides asked the ADC Doda to set the weekly targets project wise to ensure the desired progress.
Expressing satisfaction in ensuring the 100% target achievement in KCC by the Agriculture,Sheep, Animal and Fisheries department,the DDC directed the concerned to continue their work with same dedication and motivation.
While reviewing the status of languishing projects,the DDC directed the concerned to ensure that all the pending works shall be taken up within days and shall be completed under the stipulated time frame.
Reviewing the pendency of PWD Doda regarding languishing projects,the DDC was informed that 2 projects that is construction of Bijarni Lal Draman road and Dhara to Gundna road,the survey has been completed, DPR submitted and both the projects are going to tender within the week time.
Regarding Panchayat playfields,the DDC directed the SDM’s to identify the land in all the pending 51 panchayats and to take up the matter of the same with the RDD department within days on priority basis so that play fields shall be developed in all these 51 locations without any further delay.
While reviewing the status of PM-KISSAN the DDC Informed the CAO Doda that this is one of the main focus area which is in the priority list of the Hon’ble LG,the DDC directed the concerned to ensure that all the pending beneficiaries falling under valid data prepared by the agricultural department shall be given quarterly instalments without any delay.
Regarding PMAY scheme,the DDC directed the concerned to ensure 100% sanctioning of all the registered beneficiaries in the upcoming days,so that all the PMAY houses shall be completed before the end of financial year across the district, besides directed to ensure that all the wage payments done for the year 2016-17,18&19 shall reflect on the online portal also.
While reviewing the status of habitations connected across the district by the executing agencies,the DDC was informed that 511 habitations are covered with fair weather and BT road,in this regard the DDC directed the concerned to prepare the action plan for the rest of the habitations on priority basis so that in the upcoming days the rest of the habitations shall also be covered across the district.
While complementing the PMGSY department,the DDC said that on daily basis 3 to 4 km road is being blacktopped and approximately 100 km BT length has been achieved in the district, besides directed the concerned to speed up the ongoing task and complete the target within the stipulated time frame.
With regard to the PDD sector,the DDC enquired about the buffer stock of Transformers for which the DDC directed the personal section to send the correspondence to the MD JPDCL by today itself to issue 125 additional buffer stock to the district.
At last of the meeting the DDC Informed the officer’s about Jan Abhiyan and directed them to ensure that all district officer’s shall remain present in the nearby designated locations during the Block Diwas, besides directed them to direct their sectoral/block/Tehsil level officer’s to attend the same at their respective designated locations without any fail on every consecutive Wednesday on 16,23 and 30th of September 2020.
