*DDC Doda tours along with medical team to Dadhkai village of specially abled.* _Takes stock of local issues, constituted committee of officers for the welfare of specially abled children._

District Development Commissioner (DDC) Doda, Vikas Sharma today conducted a tour of Village Dadhkai in Sub division Gandoh. Village Dadhkai has among its population many deaf or dumb. It is reported that the village is facing this challenge over several decades. DDC was accompanied by a team of Doctors comprising of HOD, ENT Govt Medical College Doda Dr Rahil Muzaffar and Assistant Professor Community Medicine GMC Doda Dr Walied Khawar Balwan, besides district and sectoral Officers.
It was informed by the locals that since a very long time, the children are born with disability and many agencies have come for research but nothing concrete could be drawn regarding the reason. DDC keenly listened to the problems of the disabled. He stated that such children, though, have this disability, they are blessed with very high sense of understanding and skills. He constituted a three member committee consisting of Tehsildar Gandoh, TSWO Gandoh and ZEO Gandoh and instructed to visit the village every fortnight and submit report on measures taken for their welfare. He directed all the district and subdivisional officers to initiate measures for the welfare of the specially abled population of the village and share periodic reports.
Deputy Commissioner Doda further directed the SDM Gandoh to submit a report on the suitable economic activities and training needs of the differently abled persons residing here so that effective measures are taken to help them under the relevant employment scheme. He asked the CEO to immediately come up with a proposal for establishing a school for deaf and dumb. Besides, directions were issued to have an exclusive play ground facility for the children.
DDC instructed the Tehsildar to hold a special camp to issue onspot ST Certificates. He also passed on instructions in respect of streamlining the procedure for issuing of Golden cards and ordered that applicant shall be facilitated by Tehsildar/ Patwaris and it shall be their responsibility to process the case and get golden card issued in favour all the left out members of the village.
DDC camped at Government High school Dadhkai and listened to the local issues faced by the general public. Tehsildar Gandoh was directed to get screening of all the children below 2 year of age at GMC Doda before 31st of December in coordination with GMC authorities and to ensure that this is done in congenial manner.
Various issues raised by PRIs and locals include construction of PHC building, deployment of sufficient staff in schools, construction of remaining road of PMGSY, linking of Dadhkai B through road, scarcity of water, Animal Husbandry dispensary etc.
On construction of PHC Building DC directed the concerned to prepare the DPR for early redressal of the issue. On the issue of shortage of staff in Schools, CEO was directed to rationalise and post sufficient staff in schools immediately. PMGSY authorities were directed to construct left out 800 metres of road and R&B Xen was asked to prepare DPR for construction of link road connecting Dadhkai B. On the issue of special employment schemes for deaf and dumb DDC asked that youth shall be facilitated in getting various self employment subsidy based loans for establishing Medicinal Plant units, Cows and dairy farms, mule units, transport units etc.
On water shortage it was informed that JJM project for new water supply schemes have been tendered and shall be on ground soon, which shall suffice the scarcity.
On demand of making Dadhkai a tribal model village, DDC directed the SDM to formulate proposal keeping in view of the entire Subdivision, wherever such clusters are feasible and meeting the norms. Tehsildar was directed to hold a special camp at Dadhkai for onspot issuance of ST, Domicile and other certificates to the locals. Besides education and Revenue Officials were directed to retrieve the encroached land given for school education department immediately and transfer its ownership to education department.
DDC ensured his full support to the public and authorities, in resolving the issues, in making better the life of residents of the village with maximum specially abled population.
DDC also distributed sports kits among Specially abled youth of the area.
