*DDC Doda discusses formulation of Capex Budget Plan 2023-24.* _Asks SEs to revisit the plan in 2-days and submit the utility against all works_ _Erring/ Anti National/ Anti Social Contractos be blacklisted by all executing agencies – DC_

Doda, March 20 : District Development Commissioner, Doda, Vishesh Mahajan today convened a meeting of district officers to discuss formulation of District Capex Budget plan 2023-24.

Additional District Development Commissioner Pran Singh; CPO Suresh Kumar; DPO, ICDS Doda; SE PWD; SE JPDCL; SE JSD; ACD; ACP; Executive Engineers of PWD, JSD, REW & JPDCL; CEO Doda; CMO Doda; DYSSO Doda; EO MC Bhaderwah and other officers were present in the meeting. 

 

DDC has asked SEs of PWD, JSD, and PDD to revisit the plans submitted and come up with the utility details of all the proposed works within two days positively. DDC also stressed on clubbing a similar nature of works for single tendering to avoid procedural delay and lapse of funds. All the works shall be proposed after satisfaction and certification of availability of land only. 

 

DDC discussed work wise plan submitted by the departments. It was informed that PWD has proposed 26 number of works at an estimated cost of 2.8 crores. Similarly, plans for JSD, JPDCL, Irrigation, Health, Education, ULB and other departments were discussed, and directions were passed to go for composite tenders. Some of the proposed works were put on hold until the executing departments come up with the details of essentiality. The departments were directed to revisit the plan to give its due share to every pocket of the district and accommodate the most deserving areas in the first instance. He also directed the departments to project only those works/projects which benefit maximum people and could be completed in stipulated time frame as per the guidelines of the Finance department. The departments were advised to go for convergence to get the desired work executed within the limited available resources. 

 

The meeting decided that the list of Erring/ Anti National/ Anti Social Contractos shall be shared and blacklisted by all executing agencies in the district.

Crucial works like Repair and augmentation of water filtration plants, drainage/ parking in the towns, Repair of health and educational institutions, etc were taken up for deliberation and necessary directions were passed to improve these basic amenities for the convenience of the general public under the capex budget 2023-24. Threadbare discussion on key centrally sponsored schemes which are part of the District Development Plan like Area Development Fund, MGNREGA and Jal Jeevan Mission were held in the meeting and necessary directions were passed to the concerned. Plan under ADP/ PRI grants recieved were also discussed in detail. Ongoing works under ADP, District Capex were discussed and directions were passed to complete the work within the given time frame so that the assets can be dedicated to the public.
