Brief Description of the Department: The Department of Floriculture, Gardens & Parks was established by Prof. K.N. Koul in the year 1969 for maintenance of Mughal and other Gardens of pristine glory. Department of Floriculture, Parks and Gardens, Jammu established the Office of the Assistant Floriculture Officer, Doda in November 2010.

Activities of Department of Floriculture, Gardens & Parks in District Doda:–

Maintaing DC Office lawn and DC Residence Lawns. New Park is under development near Ganpat Bridge. Commercial Floriculture is the main activity of the Department.

Till now 616 farmers have been registered with the Department.

OBJECTIVES:

• To Maintain the already existing Parks and Gardens and to develop the new parks so as to promote Tourism sector and provide recreational facilities to the people of Jammu and Kashmir Union Territory.
• To ameliorate the economic conditions of small & marginal farmers under commercial Floriculture being implemented under Centrally Sponsored Schemes launched by the Govt. of India.
• Enhance production and productivity of Flower crops, aromatic crops and generate employment
• Marigold and Lavender are two main crops which are being cultivated. Beside this cultivation of Rosemary and Bulgarian rose recently started by few farmers.

LAVENDER:

Lavendula angustifolia, commonly known as lavender belongs to family Lamiaceae.

• The estimated area under cultivation in Doda district is 40 ha (800 Kanals).
• The oil percentage extracted from flowers ranges from 1% to 1.5%.
• Uses: Antiseptic and anti-inflammatory properties, reduces stress, depression, Used in balms, perfumes, cosmetics, used as a natural mosquito repellent.
• Market price:-
• Lavender oil =  Rs 8000 – 10000 per kg.
• Dry flowers = Rs 500 – 800 per kg.

Development of Small Lavender Nurseries

• In 2018-2019 Under Centrally Sponsored Schemes 02 small nurseries were developed at Khellani Top and Dhrudu on 02 kanals area each and 1.10 lacs planting material was produced by farmers.
• In 2019-2020 Under Centrally Sponsored Schemes, 01 small nursery on 02 kanals area was developed at  Gutassa and 60,000 planting material was produced by farmer.
• In 2020-21, three small nurseries developed on 3.3 kanals area by farmers under Centrally Sponsored Schemes (Capex).

Objective of the Schemes: To provide the 50% assistance to the farmers under Centrally Sponsored Schemes/ CAPEX Budget to uplift the socio-economic status of the farming community.

The Handicrafts products of Handicrafts and Handloom, Department Jammu and Kashmir have acquired worldwide fame. In district Doda , the Office of Assistant Director Handicrafts, Doda, is imparting training to unemployed in crafts such as Phoolkari, Crewel, Stapple, Sozni Lathe cum Lacquer and Carpet Weaving at 14 training centres. Trainees are provided the monthly stipend of Rs 500 and Rs 700 per month for elementary and advance training course; which is enhanced to Rs 1000 and Rs 1500 per month w.e.f April 2021. Every year about 350 trainees passes out from 14 training centres running in District Doda.

Post Training Assistance to Artisans:-

• Registration of artisans, which makes them eligible to participate in Handicrafts Exhibitions/Melas.
• Sponsoring soft loans upto 2.00 lac for starting self employment ventures under Credit Card Scheme.
• Marketing support to artisans by organising exhibitions/crafts melas and selling products via e-commerce platform such as Flipkart.

Progress in F.Y 2020-21

• 400 artisans were brought within ambit of 35 cooperative societies in 2020-21, which make them eligible for financial assistance of Rs 1.00 lac per Cooperative Society.
• 106 cases were sponsored to different financial institutions under Credit Card Scheme for Artisans and Weavers to avail loan upto Rs 2.00 lac.

INTRODUCTION

Horticulture plays an important role in economic development of the district. About 80% of the population of the district Doda falls under small, marginal scheduled caste and schedule tribes category who are directly or indirectly involved in fruit growing. The District Doda is blessed with two types of agro climatic conditions ranging from sub-temperate and temperate climate zones. Each type of agro climatic zones has enormous potential to grow different kinds of fruit crops viz, Apple, Peach, Apricot, Plum, Pear, Almond and Walnut. Besides this special rare and minor fruits like Strawberry, Olive, Pecannut and Kiwi are also showing good performance.

Presently an area of about 14053.27 Hectares is under fruit cultivation in the District, which includes 7591.57 Hectares under fresh and 6461.70 Hectares under dry fruit with annual estimated production of 21038.81 metric tons (Fresh= 3415.25 and Dry = 17623.56) for the year 2020-21.

As per preliminary estimates about 16500 Hectares of Land is available for further expansion under Horticulture.

DEPARTMENT OF HORTICULTURE DODA

Aim

The scheme aims to:

i) Enhance the competitiveness of existing individual micro -enterprises in the unorganized segment of the food processing industry and promote formalization of the sector.

ii) Support Farmer Producer Organizations (FPOs), Self Help Groups (SHGs) and Producers Cooperatives along their entire value chain.

Objectives

The objectives of scheme are to build capability of microenterprises to enable:

(i) Increased access to credit by existing micro food processing entrepreneurs, FPOs, Self Help Groups and Co-operatives;

(ii) Integration with organized supply chain by strengthening branding & marketing;

(iii) Support for transition of existing 2,00,000 enterprises into formal framework;

(iv) Increased access to common services like common processing facility, laboratories, storage, packaging, marketing and incubation services;

(v) Strengthening of institutions, research and training in the food processing sector;

(vi) Increased access for the enterprises, to professional and technical support.

One District One Product-The PMFME Scheme adopts One District One Product (ODOP) approach to reap the benefit of scale in terms of procurement of inputs, availing common services and marketing of products. ODOP for the scheme will provide the framework for value chain development and alignment of support infrastructure.

Programme Components

(i) Support to individual and groups of micro enterprises;

Individual micro food processing units would be provided credit-linked capital subsidy @35% of the eligible project cost with a maximum ceiling of Rs.10.0 lakh per unit. Beneficiary contribution should be minimum of 10% of the project cost with balance being loan from Bank.

The Scheme would support clusters and groups such as FPOs/SHGs/ producer cooperatives along their entire value chain for sorting, grading, assaying, storage, common processing, packaging, marketing, processing of agri-produce, and testing laboratories.

(ii) Branding and Marketing Support

Marketing and branding support would be provided to groups of FPOs/SHGs/ Cooperatives or an SPV of micro food processing enterprises under the Scheme.

iii) Support for strengthening of institutions;

• Pradham Mantri Weavers Mudra Yojna:It is being implemented by the Handloom Dev. Department to provide adequate and timely credit up to to Rs.  2 lakhs to the weavers to made their credit requirement mostly individual proprietorship/own account enterprises.
• Credit Card Scheme fo Artisan & Weavers for Handloom Department:The objective of the credit card scheme for artisan & weavers is to provide adequate and timely assistance from the financial institutions.

A maximum limit of Rs. 2 lakh will be fixed with loan component of Rs. 1.8 lakh and beneficiaries contribution of Rs. 20000. Interest Subsidy of 7% for a period of five years from the date of disburdenment of the loan subject to annual review of the competent authorities.

Introduction

The District Industries Centers (DICs) programme was started in 1978 with a view to providing integrated administrative framework at the district level for encouraging entrepreneurs in rural areas. The DIC is treated as a single window interacting agency at the district level which provides service and support to small entrepreneurs under a single roof at both pre and post investments. District Industries Centers (DICs) give full assistance to the entrepreneurs who are going to start the business on their own and in their regional places. DICs provide various schemes for promoting the growth of rural and cottage industries and also different (micro, small and macro) industrial enterprises

District Industries Centre (DIC) Doda

 The District Industries Centre (DIC) Doda came into existence in the year 1978 headquarter at Doda. The aim of DIC is to attract substantial investment in Industry for production of goods and services and employment generation through optimal utilization of the available resources including human resources.

The Main functions of District Industries Centre are as under:

1. To motivate, guide and facilitate the entrepreneurs to get themselves registered with the District Industries Centre for establishment of Industrial Units.

2.  Issuance of EM Part-I and E.M. Part-II in favour of the Industrial Units.

Facilitate the Promotion of MSME units by way of arrangements of financial assistance from banks / financial institutions.

Prime Minister Employment Generation Programme (PMEGP)

PMEGP is Government of India backed credit linked subsidy scheme administered by the Ministry of Micro, Small and Medium Enterprises, Government of India. In every district DIC along with KVIB, KVIC are sponsoring agency of this scheme. DIC can sponsor the PMEGP case both in rural and urban area.

BRIEF DESCRIPTION 

District Doda is bestowed with warm as well as cold water fisheries resources and has a wide scope of development of Fisheries sector. Both warm as well as cold water fishes can be and are being cultured at Farms/ Hatcheries/ Ponds in both Public as well as  Private Sector. The major water body of this district is river Chenab, and there are a number of its small tributaries like NeeruNallah (life line of Bhaderwah) Kalnei Stream (Bhalessa) DessaNallah, Bharat Nallah and Marmat Nallah (Doda), all of which ultimately joins the river Chenab. Besides there is a stretch of 35 km of Bhagliar reservoir within the administrative control of this District.

Sericulture in Doda District

Sericulture is agro-based industry and adopted by the farmers as subsidiary occupation which is beneficial for poor farmers.

 The two main schemes are being implemented in the District

(A)  Improvement of Mulberry Wealth

(B)  To increases the cocoon crop production of the farmers.

The main object of the scheme is extension of Mulberry Wealth through the farmers to established their own income generating unit at their door steps. And make the farmer self sufficient in mulberry foliage requirement which is only food material for silkworms

The main object of the scheme “ B”

It is technically hatch the silkworm seed and conduct chwaki rearing up to 2^nd instt. by the department in order to increase the cocoon crop product of the farmer. Both the schemes are beneficial for upliftment of economy of poor farmer.

DISTRICT PROFILE AT GLANCE IN RESPECT OF SERICULTURE SECTOR DODA

1. ICDS GENERAL

Integrated Child Development  Services (ICDS) Scheme launched on 2^nd October 1975 represents one of the World’s largest and unique programme for early Childhood development.

In District Doda firstly ICDS Project  Doda was launched in 1981. At present there are 08 ICDS Projects in District Doda namely, ICDS Project Doda, Bhaderwah, Assar, Gandoh (Bhallessa), Thathri, Bhagwah, Marmat and Gundana.

    The main objectives of ICDS are:-

1. To improve the nutrition and health status of children in the age group of 0-06 years.
2. To lay foundation for proper psychological, Physical and social development of the children.
3. To reduce the incidence of mortality, morbidity, malnutrition and school dropout.
4. To achieve effective coordination of policy and its implementation amongst the various Departments to promote Child Development.
5. To enhance the capabilities of mother to lookafter the normal health and nutritional needs of their child through proper nutrition and health education.

To achieve these objectives a package of following services is provided through a network of established Anganwadi Centers

. Health checkup.

. Referral Services.

. Nutrition and Health Education.

. Non- formal pre-School Education.

 02.ICDS SNP. 

During the year 2019 vide Govt. order No. 44-SW of 2019 Dtd. 29-01-2019 a new policy launched by the govt. namely decentralization policy for Procurement of Supplementary Nutrition under ICDS for Rural/Urban areas through Procurement Committees headed by elected Sarpanch and Municipal Councilor of the Panchayat /Municipal Ward concerned as Chairperson respectively, concerned Supervisor as Member Secretary,  two representative mothers of beneficiaries enrolled in Anganwadi Centres to be nominated by the halqa panchayat concerned as members and two Anganwadi Workers as members to be nominated by CDPO concerned on rotation basis (for one year). Nutrition is purchased by the Procurement Committee and payment is made by them through joint account. Operated by the Purchase Committee

During the year 2020-21 under supplementary nutrition the detail of allocation and expenditure is given hereunder.

Due to Covid-19 during the year 2020-21 dry nutrition has been provided to the ICDS beneficiaries at doorsteps.

03- ICDS Training.

There is  a three-tier training structure for the training of various filled functionaries under the ICDS scheme ,Viz., (i) Anganwadi Workers training Centers (AWTCs) for  the training of Anganwadi Workers   and Anganwadi helpers located at the District/ block level;  (ii) Middle Level training Centers  (MLTCs) for  the training  of Supervisors and Instructors of AWTCs; and  (iii)   National Institute of Public Cooperation and Child Development (NIPCCD) at New Delhi.

04.PMMVY

Objective of Pradhan Mantri Matru Vandana Yojana ( PMMVY)

Providing partial compensation for the wage loss in terms of cash incentives so that the women can take adequate rest before and after delivery of the 1^st living child.

5. SABLA Scheme for adolescent girls.

The  scheme for adolescent girls aims at out of School girls in age group 11-14 years to empower and improve their social status through nutrition ,life skills and home skills. In District Doda 210 adolescent girls have been benefited during year 2020-21

06-Umbrella ICDS Anganwadi  

The Anganwadi services scheme is a unique programme for early child hood care and development. It offers a package of six (06) services. Viz supplement nutrition, pre-school Non-formal Education, Nutrition and Health Education, immunization, Health check-up and referral services.

The beneficiaries under the scheme are children in the age group of

0-06 years, Pregnant Women and Lactating Mothers. During the year 2020-21 , 36758 ICDS beneficiaries have been benefited in District Doda

07-Payment to Contractual Staff

In District Doda there are 07 Nutrition and Health Mobilizer working in 07 ICDS Project on Contractual basis @ Rs 20,000/month in 01 ICDS project Marmat there is no Nutrition and Health Mobilizer as the said Nutrition and Health Mobilizer has resigned. All the above contractual Nutrition and Health Mobilizers have been paid their salary up to February, 2021.

Brief Description of the Department:-

The Labour Department is headed by the Labour Commissioner at UT level, Dy. Labour Commissioner at Divisional level and Asstt. Labour Commissioner at District level. ABOUT US:

The water is an essential commodity for all the living creatures.  The intended purpose of Jal Shakti (PHE) Division Doda is to ensure drinking water facility to all the habitations, Rural as well as Urban.

1. To formulate and execute the Water Supply Scheme District Sector, State Sector and Centrally Sponsored Schemes.

1. To monitor the water quality and conduct the necessary tests of water samples of different water sources.
