*Div Com Jammu Dr Raghav Langer reviews the developmental scenario of the Doda district* _Seek strict adherence to timeline for the timely completion of all the ongoing projects_ *Stresses to give special focus on Social and Education sectors for tangible results*

The Divisional Commissioner Jammu Dr Raghav Langer during his second day of visit to  Doda, reviewed the developmental scenario of the district here in a meeting held at conference hall of DC office Doda.

 

The meeting was attended by DC Doda Vikas Sharma, Principal GMC Doda Dr Dinesh Kumar, ADC Doda Kishori Lal Sharma, ADC Bhaderwah Rakesh Kumar, CPO Doda Parshotam Kumar, SP operations Raj Kumar, GM DIC Khalid Malik, PO ICDS Shahida Parveen, ACD Doda Prem Singh Chib, ACR Doda Kaiser Ahmed Bhawani, DFO (Doda, Batote &  Bhaderwah), SE Hydraulics & JPDCL, District/Sectoral Officers, EX EN’s besides other officers of various departments and executing agencies.

 

At the outset the CPO Doda gave the brief description about the district profile, besides showcased the physical and financial progress of the various departments against the ongoing works sanctioned and approved under different schemes which includes languishing, District Capex, Back to Village, MGNREGA,14th FC, adding to this he took first hand appraisal of progress against ongoing mega projects which includes GMC Doda, Teaching hospital, Indoor hall at Sports Stadium Doda, High Altitude Medicinal Plant, Polytechnic college beoli etc.

 

The Div Com directed the excuting agencies to devise the pert chart of all the ongoing works, besides directed the DDC to monitor the progress of each work on daily basis so that they shall be completed under fixed timelines.

 

While reviewing the progress of GMC doda, it has been informed that there is no dearth of funds. He was further informed that administrative block and hostel blocks are expected to be handed over to GMC authorities by June this year.

 

The Div Com asked the Principal GMC to monitor the progress on daily basis, besides asked the concerned to submit the revised DPR alongwith the justification about the additional expenditure incurred to the Administrative department.

 

The Div Com directed the ACR and SE JPDCL to conduct the joint inspection for identification of land for instalation of grid station for GMC Doda.

 

With regard to Chenani-Sudhmahadev- Khaleni project the Div Com has been apprised that all the codal formalities have been completed, the Div Com directed the concerned to expedite the disbursement of compensation to the beneficiaries at an earliest so that land shall be handed over to the concerned for speedy execution of project.

 

While reviewing the uncovered habitations under PMGSY the Div Com directed the DDC to call upon all the concerned authorities to review the entire issue and  initiate comprehensive plan to cover these habitations within the current financial year.

 

The Div Com while assessing the power curtailment schedule and power requirement in the district, directed the concerned to publicise the curtailment schedule in the public domain so that people shall submit the exact feedback about the curtailment schedule, besides asked the project engineer to commission all the targetted sub stations by the end of june this year.

 

Regarding un electrified villages the Div Com directed the DDC to pull up the concerned executing agencies and mobilise all the men and machinery to electrify all the pending villages which is one of the top priority of the LG Administration.

 

Regarding JJM, the Div Com directed the DDC to take up the matter with the concerned authorities, get the appraisal done at an earliest so that approved schemes shall be given accord, and shall be tendered out as the district has to achieve the targets under the second phase positively.

 

The Div Com also directed the ACD Doda to complete the verification of the works of 2017-18 alongwith ACR Doda and  submit the list to the highest level so that liabilities shall be cleared, adding to this directed to close all the previous works on MIS with immediate effect, besides asked to improve the timely payment percentage atleast upto the percentage of UT.

 

Regarding Panchayat play fields  the Div Com directed the ACD and DYSSO to frame a joit report to get the exact status of the playgrounds in the Panchayats, besides asked the DDC to direct the Tehsildars and BDOs to identify the land for the construction of the pending playfields, and  submit the certificate in case no land has been available in the pending panchayats.

 

Regarding Ayushman Bharat PM-JAY SEHAT scheme,the Div Com directed the concerned to take the necessary support from all the line departments and continuous mobilisation of Arogya mitras and Asha workers so that the registration shall be expedited, besides asked to verify the pockets where the registration of beneficiaries under said scheme is low.

 

The Div Com also directed the concerned to submit the proposal of Palki to the NHM for those hard areas from where the pregnant women shall be transported to the health institution.

 

While reviewing the education scenario of the district, the Div. com. directed the DDC to evaluate the mechanism in coordination with Jt Director Education to improve the women Literacy rate across the district, besides asked the concerned to reduce the drop-out rate by taking all the appropriate measures. 

 

While reviewing the social sector schemes the Div Com directed the concerned to conduct the outreach programs in order to understand the real gap which are not covered under the assistance schemes in order to achieve 100% saturation ina the district. besides asked the line departments especially RDD and Revenue department to assist the concerned in reaching out to the targets.

 

The Div Com also directed the ALC to register all the beneficiaries under BOCW schemes, besides asked the executing agencies i.e PMGSY,JKPCC, NHIDCL and PWD to ask their contractors to register their workers in the office on priority basis.

 

The Div Com directed the AD Food to ensure 100% adhaar seeding at beneficiary level, besides directed him to conduct the RC verification in consultation with the  DDC Doda as per the govt order.

 

Moreover the Div Com also reviewed the progress under PMEGP, My Town My Pride, Back to Village, PM Kissan, KCC etc and asked the concerned to make concerted efforts to ensure full implementation of the above mentioned flagship schemes which aims at the individual as well as community benefits.

 

The Div Com directed all the officers of the line departments to make coordinated efforts to achieve the targets set for the district by the Govt, besides asked them to make the Conduct of public delivery system more accurate and transparent.

 

Divisional Commissioner also visited the underconstruction sites of teaching hospital at associated hospital Doda and main campus of GMC at Ghat.
